LAS VEGAS  — Getting money down on your favorite sports team is getting a little easier in Nevada with the first-ever legal wagering application for smart phones.

It won't work in the U.S. outside the Silver State — the only place where sports gambling is legal — but its technology is sophisticated enough to let visitors from other states conveniently place bets while they're here, even if they're not inside a casino. American Wagering Inc. is launching the program for BlackBerry devices in time for the start of college football and the NFL regular season. the public company, which operates nearly 60 Leroy's Horse and Sports Place sports books throughout Nevada,plans to launch new apps for iPhones, Droids, and Windows-based phones soon.

“I'm all-in on this,” said Vic Salerno, American Wagering's chief executive. “We've reinvented the company entirely.” Salerno said it took 14 months to develop the application and get it approved by Nevada gambling regulators. Each version for other phone operating systems requires separate approval from the Nevada Gaming Control Board, which will scrutinize their security systems and other features.

The application requires bettors to appear at a sports book in person just once, when first creating their account with Leroy's. That allows the company to verify a person's age and tie their account to one specific phone. When that person then logs into the system, a combination of GPS and cellular tower coordinates verify he or she is within Nevada's borders before allowing them to place a bet.

Placing bets on sports through phones isn't new in Nevada, said John English, the company's senior vice president for business development. a beeper system, affectionately known as a “wager pager,” lets gamblers call in their bets and verify their position through a code sent to the beeper from a limited-range tower, he said.

Salerno and English said custom versions of the apps will likely be offered in future years to major gambling operators like Harrah's Entertainment, Inc., MGM Resorts International, Las Vegas Sands Corp. and Wynn Resorts ltd.

An American Wagering subsidiary, Computerized Bookmaking Systems, Inc., currently supplies equipment and software for 85 percent of the race and sports books in the state.

Los Angeles gamblers may have bet big on their Lakers winning the NBA championship, but they could not do it legally in California, and the cash-strapped state did not get a piece of the action.

What if Californians could place such bets in the future without having to drive to Vegas or break the law by calling the local bookie? A state legislator who wants to legalize Internet poker says California should consider sanctioning sports betting too to help fill government coffers.

State Sen. Roderick Wright (D-Inglewood), who chairs the committee that oversees gambling, supports a lawsuit filed by New Jersey officials challenging federal law that limits sports betting to Nevada and a few other states. Wright said he might ask the Legislature to join the suit.

“if you took the sports book in Nevada and other places, it’s a pretty healthy piece of money, and we currently don’t get squat,” Wright said. “I don’t know how much longer we can afford to basically be providing the revenue to all these other states from California people.”

Under California law, it is a misdemeanor to bet on a sporting event. And the federal Professional and Amateur Sports Protection Act prohibits the state from sanctioning sports betting, according to Whittier Law School professor I. Nelson Rose, an expert on gambling law.

The lawsuit by New Jersey argues that the 1992 federal law violates the U.S. Constitution by allowing betting in some states but not others. Rose said the law has “major constitutional problems.”

On Wednesday, federal legislation that would legalize some Internet gambling in the U.S. was approved by the House Financial Services Committee. the measure, which gambling interests hope can pave the way for legal sports betting, would allow online poker bets with firms licensed by the U.S. Treasury Department.

It is widely estimated that more than $100 billion is wagered in the U.S., legally and illegally, on sporting events each year, according to Marc Lefkowitz, an expert at the UCLA Gambling Studies Program.

About $2.6 billion is bet on sports legally in Nevada, and the state takes a share with a tax on the profits of casinos where the betting occurs, according to Frank Streshley, a senior research analyst for the Nevada Gaming Commission. last year, the tax brought in more than $9 million, he said.

California could reap much more, according to Rose. He said California could generate more than $5 billion in legal sports betting and about $1 billion in annual revenue for the state, depending on how much the state would take from the operators it would license.

European bookmaking firms have been lobbying California officials in favor of a Wright bill to legalize Internet poker, in hopes of eventually seeing sports betting made legal as well. the bill is on hold in Wright’s committee while he tries to negotiate changes acceptable to Indian tribes that operate casinos.

Allowing sports betting could mean 10,000 or more jobs for California, said Breon Corcoran, managing director of the Irish bookmaking company Paddy Power, which would like to operate sports gambling in California.

“It’s a curiosity to us that Nevada is really the only state where you can do [unlimited] sports betting in the U.S.,” Corcoran said.

Lefkowitz said any effort to legalize sports betting in California would be fought by professional sports leagues that don’t want the taint of gambling in states where they have franchises. Nevada and Delaware have no NFL or NBA teams, and different levels of sports betting are allowed there.

The National Football League does not want the federal or state law changed, according to NFL spokesman Brian McCarthy, because the organization considers gambling a corrupting influence.

“We recognize that many states have many pressing economic issues, but more state-operated single-game wagering presents a threat to the long-term health and integrity of our sport,” McCarthy said.

MONTGOMERY — Armed with a new court ruling Friday, the governor’s task force on illegal gambling raised the prospect of a raid at the VictoryLand casino, which has closed its doors and sealed its electronic bingo machines from public view.

Task force commander John Tyson said he would not comment on the timing of any future law enforcement action against VictoryLand. But, he said, “be assured we are going to enforce the law.”

VictoryLand attorney Mark White said that the 6,000 bingo machines now walled off from public view are considered private property and that any raid would be improper without Tyson obtaining a search warrant.

“Anyone who enters our private property will be subject to arrest,” White said.

Tyson maintains the casino’s electronic bingo machines are illegal slots and subject to law enforcement action.

“It is illegal to possess slot machines in Alabama, whether they are behind a wall or not,” he said.

The ruling Tyson won Friday was mostly technical and expected: The Alabama Supreme Court unanimously rejected a request by Macon County officials to reconsider its July 30 order that allowed the governor’s task force to operate in Macon County. any action by the task force had been on hold pending the Supreme Court’s decision Friday on the rehearing request.

“Law enforcement is clear to operate in Macon County,” Tyson said after the latest ruling.

Macon County’s sheriff, who regulates bingo in the county, and other county officials had contended the task force was trying to usurp their authority. They had a judge’s order backing up their view until the Supreme Court sided with the governor’s task force.

The sheriff’s attorney, James Anderson, said there is nothing for the task force to raid because VictoryLand’s casino has been closed since Aug. 9 and the machines that once made it the state’s largest casino are no longer on public view.

VictoryLand’s live dog races and simulcast dog and horse races are the only gambling being operated at the sprawling complex 15 miles east of Montgomery on Interstate 85. its games, along with its restaurants and luxury hotel, once attracted thousands of gamblers each day, including many from neighboring Georgia, but the crowds have dwindled with the casino shuttered.

All the state’s privately operated electronic bingo casinos are closed either because of raids or the threat of raids by law enforcement, and the task force has seized machines from large casinos in Lowndes and Greene counties.

Still open

Three casinos run by the Poarch Creek Indians remain open in Atmore, Wetumpka and Montgomery, but they are under federal regulation rather than state regulation.

In the rehearing request to the Supreme Court, Macon County officials had noted that Tuscaloosa businessman Stan Pate, a frequent critic of Gov. Bob Riley, had alleged that the governor or his staff had talked to the court about moving the VictoryLand case from one justice to another and had received notice that the decision would be released July 30.

The Alabama Supreme Court recently asked retired Supreme Court Justice Gorman Houston to investigate those allegations. Houston said Friday the court asked him to report his findings Sept. 15, but he hopes to complete his report before then. He said he could not discuss any findings before presenting them to the court.

In its order Friday, the Supreme Court said the VictoryLand case was reassigned from Justice Patti Smith to Justice Glenn Murdock in may because Murdock was handling a similar electronic bingo case involving the closed White Hall Entertainment Center in Lowndes County. The court said the reassignment was “in the interest of judicial economy.”

“It establishes conclusively the governor and the governor’s staff had nothing at all to do with it,” Tyson said.

But VictoryLand’s attorney said the court’s statement raised more questions than it answered because the alleged leaks began after the reassignment to Murdock.

Friday’s decision doesn’t end the legal wrangling over VictoryLand. a federal court suit is pending that accuses the governor’s task force of violating the voting rights of Macon County citizens who voted to allow bingo in the county.

Riley and his task force have not challenged traditional paper bingo games in any county — only the electronic games.

Called Leroy’s App, the software can be used anywhere in the state of Nevada, following its approval by state regulators, according to Las Vegas-based American Wagering.

“The Nevada Gaming Control Board scrutinized the project with a very thorough lab investigation, which helped us in setting the bar for our security features. We have developed the first mobile phone betting application to be approved in Nevada,” John English, senior vice president at American Wagering, said in a statement.

Leroy’s App offers sports bets including straight bets, parlays, teasers, in-game betting, and contests. the company said it also plans to add race book and fantasy sports features.

The program will not be available through Research In Motion’s BlackBerry App World. instead, users will need to verify their age at one of American Wagering’s brick-and-mortar locations, according to a company spokesperson.

From there, they will receive a download link via e-mail or text message. after downloading the app, which runs natively on any BlackBerry, users can start placing bets from their phones through an account tied to the program. the software will use the BlackBerry’s GPS and information from cell towers to ensure the person is within Nevada borders, since it’s the only state that allows for legal sports gambling. If they are not, the app won’t allow them to place bets.

A RIM spokesperson confirmed that an app from American Wagering will be coming to BlackBerry App World eventually, but the program will not allow users to gamble.

Although Leroy’s app is currently only available to BlackBerry OS users, American Wagering hopes to bring it to other devices, including Apple’siPhone and Android-based phones, in the coming months.

When Duke Nukem Forever was first announced, Bill Clinton had just begun his second term as US president, Britain was about to hand over Hong Kong to China, and ‘New Labour’ was a sparkling political dream, rather than an offensive term of derision. it was another world. it was 1997. it was 13 years ago.

Since then, the cigar-chomping hero, who starred in a series of foul-mouthed but highly entertaining shooters in the early ’90s, has had more failed comback attempts than an army of eighties hair metal bands. Original developer 3D Realms was on the case at first, but a series of publisher takeovers, legal fall-outs and tech re-starts kept the project in limbo for over a decade, winning the brand a string Vaporware awards.

But now, Texan developer Gearbox Software has picked up the rights and actually revealed a playable demo of the game at last week’s Penny Arcade Expo in Seattle. The title is now due out on PC, PS3 and Xbox 360 – although the vague release date of ‘2011′ won’t inspire many hardened Duke watchers with much confidence.

Randy Pitchford, president of Gearbox Software, certainly has all the talk. In the press release for the game, he seems to be channeling Duke himself when he stated, “All gamers deserve a happy ending and after all of us gamers feeling the full range of emotions about Duke Nukem forever, I am thrilled to be in a position with the trust, power and means to make it happen. am I crazy? Balls of steel, baby, balls of steel!”

He does at least know what he’s getting himself into – Pitchford worked at 3D Realms in the mid-Nineties, when Duke was an ongoing series, rather than a byword for undeliverable gaming promises.

As for the content – well, how do you follow a collection of games famed for their low-brow wit, intense violence and daft one-liners? With more of the same, naturally. From the release:

Pig cops, alien shrink rays and enormous alien bosses won’t stop our hero from accomplishing his one and only goal: to save the world, save the babes and to be a bad-ass while doing it. This game puts pedal to the metal and tongue firmly in cheek, among other places. Shoot hoops, lift weights, read adult magazines, draw crude messages on whiteboards or ogle one of the many beautiful women that populate Duke’s life; that is if you can pull yourself away long enough from kicking ass and taking names. Duke Nukem was and will forever be immortalized in gaming history, and this is his legend.

RALEIGH — since Quail Hollow Club returned to the PGA Tour in 2003, big-name golfers from Tiger Woods to Phil Mickelson have said the Charlotte course could be the site for a major championship.

that will come in 2017 when it will host the PGA Championship, the final major of each pro season.

A state government official with knowledge of the decision told the associated Press on Monday that the PGA of America will make a formal announcement today. the official spoke on condition of anonymity so as not to pre-empt the official announcement.

Quail Hollow’s difficult but fair old-style layout has drawn one of the top non-major fields of the year. Woods, who won there in 2007, chose Charlotte as his first non-major tournament after he missed much of the beginning of this season when his extramarital affairs were exposed.

while Woods missed the cut, he said a year earlier that Quail Hollow would be a good spot for a U.S. Open or PGA Championship.

“You add rough, make it a par-70 and there you go,” he said.

Added Geoff Ogilvy during last May’s event: “It’s a course that feels a step above, challenge-wise. … I think if we all turned up here and had a U.S. Open or PGA (Championship), it would feel like a normal U.S. Open or a PGA. it does feel like a major kind of place.”

Gov. Beverly Perdue, Charlotte Mayor Anthony Foxx and club president Johnny Harris all are expected at today’s announcement, a public relations firm said.

Quail Hollow’s first major will be part of a busy time for the Carolinas hosting golf’s biggest events. the 2012 PGA Championship will be at Kiawah Island, S.C. In 2014 Pinehurst’s famed no. 2 course will host the men’s and women’s U.S. Opens in consecutive weeks.

Harris said in May he was interested in Quail Hollow hosting a big event, whether it was a PGA Championship or Ryder Cup. PGA officials have made numerous trips to the course as they decided on the tournament in 2017, the earliest year in which the course hadn’t been picked.

Officials were examining whether the casino operator violated laws prohibiting drinking or gambling by minors, Nevada Gaming Control Board enforcement chief Jerry Markling said. People under 21 often try to gamble or drink in Las Vegas, but punishment for casino operators depend on the circumstances, Markling said.

Jordan’s 19-year-old son Marcus Jordan tweeted Aug. 20 about spending $35,000 at Haze at Aria Resort & Casino.
