RALEIGH — since Quail Hollow Club returned to the PGA Tour in 2003, big-name golfers from Tiger Woods to Phil Mickelson have said the Charlotte course could be the site for a major championship.

that will come in 2017 when it will host the PGA Championship, the final major of each pro season.

A state government official with knowledge of the decision told the associated Press on Monday that the PGA of America will make a formal announcement today. the official spoke on condition of anonymity so as not to pre-empt the official announcement.

Quail Hollow’s difficult but fair old-style layout has drawn one of the top non-major fields of the year. Woods, who won there in 2007, chose Charlotte as his first non-major tournament after he missed much of the beginning of this season when his extramarital affairs were exposed.

while Woods missed the cut, he said a year earlier that Quail Hollow would be a good spot for a U.S. Open or PGA Championship.

“You add rough, make it a par-70 and there you go,” he said.

Added Geoff Ogilvy during last May’s event: “It’s a course that feels a step above, challenge-wise. … I think if we all turned up here and had a U.S. Open or PGA (Championship), it would feel like a normal U.S. Open or a PGA. it does feel like a major kind of place.”

Gov. Beverly Perdue, Charlotte Mayor Anthony Foxx and club president Johnny Harris all are expected at today’s announcement, a public relations firm said.

Quail Hollow’s first major will be part of a busy time for the Carolinas hosting golf’s biggest events. the 2012 PGA Championship will be at Kiawah Island, S.C. In 2014 Pinehurst’s famed no. 2 course will host the men’s and women’s U.S. Opens in consecutive weeks.

Harris said in May he was interested in Quail Hollow hosting a big event, whether it was a PGA Championship or Ryder Cup. PGA officials have made numerous trips to the course as they decided on the tournament in 2017, the earliest year in which the course hadn’t been picked.

I am currently in a dispute with an online gaming company that refuses to cash $100 out of my account.

I originally deposited $400 because they were offering a $100 instant bonus into one's account upon deposit. I instantly requested to withdraw the $400, leaving me with $100 in my account, which I played with and lost.

I was explicitly told by a woman on their online chat helpline that I would be able to deposit $400, then withdraw it and play with the remaining bonus money for free.

To my dismay, three days later the cash-out request was denied. the company now claim that the $100 in my account is in fact my money and not the bonus money and that before I can withdraw it I must wager it twenty times (something they outline in their bonus policy). However surely the money I originally requested to deposit is MY money, and the money left is the bonus money. They have tried to argue that it isn't but there is nothing in their terms and conditions which aims to differentiate between a user's money and the bonus money once it is all together in someone's account. Surely therefore, unless I am trying to take out more than $400, I should be allowed to.

Do I have a case here, and if so how should I go about taking legal action if they refuse my request?

That happens to fool people who trust anybody.

Sorry mate, this is standard for almost all gaming sites in terms of 'bonus payments'. Typically a bonus amount is offered, and withdrawal is dependent on wagering any given multiple of that amount (and sometimes even within a time period!). also, they are correct in stipulating that once the money is in the account, it cannot be differentiated.

Your best hope is to try ask them to take their free bonus money back, and allow you to withdraw what you deposited. but unfortunately my friend, this will be highly unlikely.

That's a standard case when players do not understand the bonus terms. Bonuses are not given away for free – they are offered to increase chances of winning for REAL players. In most cases if you make a deposit and claim a bonus, you should wager a specified amount of money BEFORE claiming a withdrawal. If you want to claim YOUR money, e.g. deposit at any time, please do not claim any bonuses.

I'm afraid you could not take successive legal actions because they have T&C you agreed. you can try to ask them to remove the bonus and withdraw the rest or play further on the games with the best odds in order to wager 20x and claim the withdrawal. Read carefully their withdrawal policy.

Good answers mostly so far. I would just like to point out the obvious. These sites were put there for one reason only – to TAKE your money!

It doesn't matter what you do or who you hire. you are NOT getting this $400 back until you play it through a certain number of times. by the time you've played it the required number of times, you will be broke.

Call it a 400-dollar lesson learned the hard way. Don't make it worse by spending any money trying to fight this. If this is the ONLY amount you ever give to an on-line casino, you will be ahead of most other people who foolishly think they can make money this way. Learn your lesson and don't ever again think that someone has free money out there for you. As the old expression goes:

"Fool me once, shame on you. Fool me twice, shame on me!" They fooled you this time. They are vultures that ought to be ashamed of themselves for having done so! If you ever fall for this again, though, it is you who should be ashamed.

if you have spent any amount of reasonable time playing either poker or casino games online you should be aware that a playthrough on your money is standard.

how do you think you have a case if you deposit with the intentions of exploiting their bonus program? think about it. when you originally deposited the $400 how much in processing fees did 888 have to pay in order to actually credit your account $400? and you expect them to just give you the bonus without expecting you to at least play there with the money?

South Korea fears an Internet gaming overload

BUSAN, South Korea — One Saturday this month, roughly 10,000 South Koreans interrupted their usual weekend activity of playing Internet games for something else: to watch professionals play Internet games.

They gathered in plastic chairs on a beach just before sunset, paying $3 per ticket. Advertisements hung from the stage, the speakers and the overhead lights. The players for the two teams wore uniforms, distinguished by sponsorship logos of competing telecommunications companies.

While South Korea’s Internet game industry has grown into an entertainment force on par with television and film, Internet addiction has become a national social problem. Elite Korean professional gamers have loyal fans, lucrative salaries and signature celebration moves. A typical high-school student, meanwhile, spends 23 hours a week playing Internet games.

In the world’s most wired country, the government now faces a collision of interests concerning Internet game-playing. Some lawmakers say South Korea must fight Internet addiction by targeting the gaming industry, limiting the hours at which their games are available. others see the industry as a still-growing moneymaker — even a hallmark of Korean culture — and they want it left alone.

For at least five years, the government has tried to combat Internet addiction through education for parents, counseling, discussions about alternative activities. “But these policies haven’t been effective so far,” said Kim Sung-byuk, an official at the Ministry of Gender Equality and Family. “So now the government is putting more force into the issue.”

The National Assembly is debating a bill that would block underage gamers from playing online between midnight and 6 a.m. The potential for such regulation has set off a chaotic go-round of proposals and counterproposals involving at least four government ministries, one of which refuses to use the term “Internet addiction.” Officials at the Ministry of Culture, Sports and Tourism, who oppose regulating the gaming industry, prefer “Internet overindulgence.”

South Korea’s professional gaming league has charged into mainstream culture. Matches — competitions in a game called Starcraft, the most popular in Korea — are televised. Corporations such as Samsung sponsor teams. Earlier this year, the league was hit by a gambling scandal that involved some of its highest-profile players.

In the hours before the Starcraft championship, a generation of gamers — most between ages 15 and 30, officials said — descended on Busan’s Gwangalli beach. One player waited backstage, stretching his wrists. Television broadcaster Kim Tae-hyung, famous for his over-caffeinated Starcraft commentary, emerged from his makeup room and headed on stage, emceeing a pregame show that included smoke and fireworks. Coaches, dressed in suits, gathered their teams, issuing strategy and calming words.

Then two players, one from each side, ducked into penalty-box-like booths positioned on stage, and the match was on.

Three jumbo scoreboards showed the action: an emerald land with icy orbs, vaguely insectlike predators and plenty of gunfire. when one player clinched his first-round victory, he bounced from the booth, performing a dance step and was soon surrounded by three beautiful women carrying sponsor posters.

“Before, it was recognized as a game for kids,” said Kim Tae-hyung. “It has become a legitimate e-sport. We’ve had this now for 10 years, and people now are growing up with it. Korea being the originating country for e-sports, it’s very important for the government to support that.”

Opponents of the late-night ban argue that nobody has proved that Internet game-playing is dangerous. neither the American Psychiatric Association nor DSM-IV (the Diagnostic and Statistical Manual of Mental Disorders) classifies Internet addiction as a disorder.

“When people are addicted to a substance you call it addiction,” said Jaehyun Kim, director of the game content industry division at the Ministry of Culture, Sports and Tourism. “But this is a behavior, so we call it overindulgence.”

Other government officials disagree. “Yes, games are different from drugs; they don’t immediately affect people,” said Kim Sung-byuk, from the Gender Equality and Family ministry. “But it does make people unhealthy. We consider it as serious as a mental illness.”

Various governments are trying to determine how to regulate the newest worldwide leisure activity. The Supreme Court plans to review a California law banning the sale of violent video games to minors. China instituted a law this month that requires game companies to build anti-addiction mechanisms: for instance, after three hours of consecutive playing, a user will no longer be able to earn points or tokens.

Even so, South Koreans feel like trailblazers — in good ways and bad. Some 95 percent of households have broadband access, the highest penetration rate in the world. last month, the popular game Maple Story reported a record 416,000 concurrent users — meaning that, at least for one moment, roughly one in every 115 South Koreans was playing the same game.

At a recent session of an Internet “rest camp,” 30 kids spent 2 ½ days learning the fun of activities such as canoeing and tomato-picking. at night, they filed into a classroom for group counseling sessions. The boys, between 13 and 15, slept six to a dorm. Many want to become professional gamers one day. several admitted they were very much looking forward to the end of camp, so they could return home and watch the Starcraft championship game.

“We’re at a test period and we are trying to prevent big problems that no other generation has experienced,” said Nam Kung Jea-jeung, who helped instruct the camp. “So the government shouldn’t just stand by idly.”

I tend to be a contrarian, and I tried not to join the bandwagon on this one. among many other things, I was going to ask: Didn't the Duke lacrosse mess remind us that charges in a grand jury indictment aren't automatically true? in a market in which many of us justifiably excoriate Barry Bonds as a disgrace, yet many fans and (even more disgracefully) newspaper writers still portray bill Romanowski as a charming rogue, can't we at least wonder about our adjustable standards?

Those still are points to ponder. But the disturbing information in the federal grand jury indictment against the Atlanta Falcons quarterback and three others is overwhelming. Vick is

convincingly linked to the horrific dogfighting operation on his property in rural Virginia, mocking his "Who, me?" claims of innocence.
This is not a dishonorable district attorney taking advantage of a malleable local grand jury. it stems from a careful federal proceeding, and the paucity of leaks was such that there were erroneous reports in recent days that Vick wouldn't be indicted.

Under the NFL's heightened off-field conduct standards, commissioner Roger Goodell has been willing to judge in advance of the frequently glacial legal system, and that's another justification for him suspending Vick. He's done it before, and everyone understands that it's now as much a part of the NFL system as instant replay.

Yes, I believe the worst. Vick is a scumbag. the Falcons even would be well-advised to suspend him before Goodell has to step in.

On Wednesday, I called my brother, David, in new York to get his perspective. Why? He followed our father into the NFL, working as a public-relations executive with both the Broncos and the 49ers before moving into his own PR agency and the restaurant business. He also is the longtime television analyst on the Westminster Kennel Club and National dog shows, and he now is the full-time director of communications for the WKC. He and his wife, Cheri, walk their Brittany spaniels on the Upper East Side and are involved in programs utilizing dogs in hospital therapy work.

"Michael Vick and people like him in all of this – and I guess we need to say 'allegedly' – are supposed to be great warriors," Dave said. "They should understand that having a dog fighting to the death is not what a warrior is all about, especially if they're the ones making it happen. the reality is people look up to these guys.

"We're going to hear that it's the 'culture' and those kinds of things. well, it's not a 'culture' to have a loyal, brave and courageous animal fight to the death so we can be entertained or gamble on it. That's not what entertainment, that's not what being a warrior is all about. It's sickening.

"What about all these kids out there in those number 7 jerseys? You're going to tell them that it's OK? It's a proven fact that someone who's involved in animal abuse as a youngster, as they get older they're more prone to be involved in domestic abuse – or worse. They don't have any regard for living things. Those people who are involved are all cowards."

In 2006, the WKC's "best in show" winner was a colored bull terrier, Rufus. the unfortunate offshoot of misuse and irresponsible breeding of bull terriers is that the "pit bull" label often is indiscriminately applied, even in local laws that ban specific breeds – as Denver does. Fact is, while the United Kennel Club registers an "American pit bull terrier," it's more of a contrived term than it is a specific breed, and the more predominant American Kennel Club doesn't follow suit. "Pit bulls" – the dogs used in fighting, or simply as an alleged confirmation of an owner's "toughness" – are mixed breeds, most often starting with a Staffordshire bull terrier as a base.

"There are some cities in this country where Rufus can't go," Dave said. "But I've been all kinds of places with this dog and he loves everybody."

Yet the bull terrier and the offshoots, Dave said, at first were "bred to be protectors. But because they're loyal and courageous and tough, if they fall into the wrong hands, people can redirect those personality traits and that temperament to be aggressive. It's too bad, because they can be the most loving, happy pets. But we're walking down the street in new York, and there are too many of them. People have them who shouldn't have them. if you need a macho dog to show you're macho, you're not.

"Some of these guys seem to think they can get a dog like that and put a bunch of chains on it and walk down the street with it on a 10-foot leash, wreaking havoc, that's some recognition that they're tough guys."

Suspending Vick in advance of the legal system's verdict might do little to chip away at that mentality, but it's the right thing for the NFL to do.

Michael Vick is a thug playing football? I think thats taking it a little too far. it is well exploited that Vick didn't have the greatest living arrangement for himself when he was a teenager. and too get out of that situation Vick has worked harder then any of us here on the computer complaining that he is a thug who was just given talent and he has wasted it. Nothing can be farther from the truth. you must first realize that he is just accused of committing a crime and has had no criminal charges against him. Second to come on here and bash somebody saying they are just a thug when they have put there *** on the line everyday they stepped out on the field not knowing if he is going to have a career after the game is ridiculous. you go to your little cubicle and write on a computer and not much risk of tearing an ACL there, but Vick goes out and does amazing things not only for his team for a whole city/state and all you can do is come on her and bash his lifestyle? I'm shocked that anyone would say that the above comments have prejudicial overtones.

The fact of the matter is that the 18 page detailed indictment includes a MOUNTAIN of evidence that will be extremely difficult for Vick – or any of the other defendants – to dispute.

It was quite clear to me from the beginning that Michael Vick HAD TO KNOW what was going on at his property – you don't have an extensive kennel that includes 50+ automobile axels embedded in cement in order to strategically tether 50+ dogs 24/7 for kicks – this was a serious business and more than indicative of a dog fighting enterprise.

There are many people who have grown up in situations that are less than ideal, who have made something of themselves and who never had to resort to engaging in dog fighting to prove…to prove what? this, in fact, is the elephant in the room: why would any ethical and moral individual become involved in dog fighting?

The fact of the matter is that we're the humans – we're the ones who are supposed to know better and regardless of where anyone grew up, to intentionally inflict pain, suffering, cruelty and abuse on a helpless animal for the purpose of amusement and profit is cowardly and despicable.

There's a reason that Congress recently passed the Animal Fighting Prohibition Act and made dog fighting a felony: aside from the cruelty involved, blood sports are known to draw other unsavory and criminal activities such as the sale of illegal drugs and weapons.

Let's not forget that most domestic abusers, and even serial killers, had abused and/or killed helpless animals at some earlier time in their lives before progressing to humans.

Even were Vick to only have KNOWN what was going on at his property – and there's no way he didn't – and not participated, that he failed to report this type of illegal activity is quite telling of his conscience, morals, values and ethics.

What does it tell us?

That he has none.

VANCOUVER – Gamblers in British Columbia are being invited to place their bets as the B.C. Lottery Corporation rolls the dice again on its new online casino.

Launched with much fanfare over its claim to be the first website in North America to offer legal casino-style games, the PlayNow.com website was yanked on its first day because players got a little too lucky: a technical glitch let them gamble with other people’s money.

“I don’t think there’s any question that we have to work hard to rebuild (customers’) trust,” BCLC president Michael Graydon said Thursday, on announcing the house should be back open for games including blackjack, roulette and craps at 7 p.m. PT.

The security breach in mid-July affected 134 player accounts, of which 12 had some personal information viewed by others, Graydon said. in some cases, the users were able to see the other person’s account balance and personal information.

“We reacted very quickly once we saw the problem, shut the system down to protect our customers and the efforts we’ve put in place over the past few weeks in mitigating the problem have all been directed at ensuring the integrity of our customers.”

He said no players were “adversely impacted” financially, and the BCLC has provided credit monitoring services to all 12 people who had their information viewed.

But the corporation did take estimated gambling revenue losses of $150,000 for everyday the site was down, he said. he wouldn’t give a figure of how much it cost to investigate and implement a solution.

Pin-pointing exactly what went wrong took some technical sleuthing, Graydon said. It took about six days to identify the root cause, what he called “data crossover.”

“A default configuration setting designed and packaged by the server software provider created a vulnerability within the server environment, allowing the incorrect assignment of user information,” he said, adding that website performance issues and high traffic loads contributed.

Once that was sorted out, he said a fix itself was pretty simple.

BCLC then conducted a “rigorous” four-part external review and regulatory approval process before wagering another go.

That included getting the green light from the provincial privacy watchdog, who accepted findings from an independent security expert on the cause of the bug.

B.C. Privacy Commissioner Elizabeth Denham said she’s “satisfied” the problem has been fixed.

“I have no evidence there are further problems with the BCLC site, but we are doing a fuller investigation and I think there are some lessons learned,” she said. “We want to make sure that all of the proper policies and controls and audits are in place on the site.”

Results of the broader investigation, aiming to determine whether the site has appropriate levels of security in place to protect personal information, could take up to two months, she said.

In a letter to Graydon, an official with the ministry of housing and social development, which oversees the gaming regulator, said it has provided oversight of the activity to rectify the problem and approved a re-launch.

Opposition new Democrat gaming critic Shane Simpson said the security breach is just another in a series of huge concerns created by the BCLC for British Columbians.

“It’s really important now that the government do everything it can to restore the public’s confidence, and that means being open and transparent about what’s going on at the lottery corporation, where it seems to be one bungle after another.”

People’s Daily: HK police to intensify crackdown on illegal football betting, drink driving during World Cup

Tsang Tak-sing, Hong Kong’s secretary for the Home Affairs Bureau, stated this week that Hong Kong police would be intensifying law enforcement against both illegal betting and drink driving while the World Cup is being played. the Organized Crime and Triad Bureau is coordinating the efforts of the various regional agencies involved in the operation.

Hong Kong police have reportedly also been watching Internet gambling activity and are employing “cyber patrols” in an effort to fight illegal football betting online. Law enforcement actions may even take place outside of Hong Kong, should sufficient evidence be gathered linking such non-domestic websites to appealing to Hong Kong citizens.

Tsang also reported that Hong Kong police had arrested seven people in four different raids, with illegal gambling activities involved worth over HK$550,000 (approximately $70,500) in the first three months of this year.

Jakarta Post: Police on lookout for gambling ahead of Cup

Jakarta police authorities have announced their intensification of Internet surveillance in order to stop alleged online gambling, going so far as to monitor Facebook and other social networking sites.

Explained Jakarta police spokesman Sr. Commander Boy Rafli Amar, “We will find out whether virtual poker games played on social networking sites … involve gambling.”

In early may, two websites – IBCbet.com and Casino.SBObet.com – were shut down and their owner arrested on charges of illegally providing casino games and sports betting within Indonesia. the sites were thought to be making some $55,500 per day before the police action.

In Malaysia, local law enforcement agency CID has formed a distinct unit to deal specifically with illegal betting on the World Cup outcome and individual game results. Having just recently legalized gambling in the country, Malaysian police will now be concentrating on the unlicensed operators.

CID Chief Datuk Seri Bakri Zinin stated that even though the Malaysian government had issued gaming licenses to allow legal wagering during the 2010 World Cup, illegal betting syndicates will certainly take the opportunity to rake in profits illegally. “Anyone found betting or accepting such bets will be charged,” said Bakri, “and that also includes online betting.”

Bakri also stated that his taskforce would be looking for various forms of betting, as syndicates would devise many forms of betting in order to attract gamblers. He added that CID officers have already accumulated a list of suspects and probable operating locations in Malaysia.

South Australia is serious about tackling problem gambling, SA Minister for Gambling Tom Koutsantosis says.

The minister’s comments came after Independent MP Andrew Wilkie agreed to back a federal Labor minority government after a deal with Prime Minister Julia Gillard to help tackle problem gambling.

Mr Wilkie said he had a commitment in writing from Ms Gillard that she would ask state governments to adjust their gaming laws to make the changes.

If states did not agree, she would look for a legislative way to force them.

Mr Koutsantonis says South Australia is serious about tackling problem gambling.

‘We already lead the nation with pre-commitment technologies, currently being trialled at various Adelaide venues,’ he said.

‘This has been achieved because of the unique co-operation of the government with the industry and concern sectors.

‘We are also the only state to have banned note acceptors, slowing the rate at which people can feed money into machines.’

He said the Rann government supported a national approach to address the Productivity Commission’s report into gambling.

County magistrate wins huge $79 million Powerball jackpot prize

A county magistrate in Berkeley County, West Virginia, will now be able to retire after winning a huge $79 million Powerball jackpot.

Magistrate W. Randy Smith, 63 years old, cancelled a scheduled vacation when he heard he’d won the jackpot in favor of his incipient extended holiday thanks to the eight-figure payout. Smith made his intention to step down from the bench, a position he was elected to in 2008, known in a fax to his boss, judicial circuit chief judge David H. Sanders.

Smith served as Berkeley County deputy sheriff for 12 years and as county sheriff for eight before the 2008 election.

In an interview with local media, Smith explained that he didn’t want his employees to be “left holding the bag” and that he would “certainly miss the people that I’ve met and worked with over the years. … I’ve just always enjoyed public service, [and] it has been rewarding to be able to help people.”

Smith said he planned to financially assist some family members with his prize, buy a new car and take a vacation overseas. After taking the “cash option” and figuring for taxes, Smith’s winnings amounted to about $30 million. The winning numbers were 07, 10, 12, 22, 27, and powerball 26.

The magistrate’s last day on the job will be September 6.
